The two things that matter for a screen somebody works at all day are the panel and the stand. An IPS panel keeps its colour and contrast when you are not square in front of it. A stand that goes up and down lets the person set the top of the screen at eye level, which is the difference between a comfortable neck at five o'clock and a sore one.
The cheaper 22 inch Dell does neither. It is the right buy for a counter; this is the right buy for a desk.
